Attorney General's Office cited public hearing to former governor and former secretary of health of the Valle del Cauca

To answer for any irregularities arising from the conclusion of a contract, the Attorney General's Office cited a public hearing to Mr. Juan Carlos Abbey House, in his capacity as governor of Valle del Cauca, and Hector Fabio Useche De La Cruz, in his capacity as Secretary of Health, for the time of the events.

The research involves the commission of alleged misconduct in the process, selection and signing of contract No. 0607 of July 3, 2009, signed by the Governor of Valle del Cauca with the signing Eduardo Bolanos IPS Ltd.

According to the evidence, found that the contract could have been signed since irregularly held directly, when they had exhausted the procedures and requirements established by the Administrative Contracting Manual, Department of Valle del Cauca, adopted and implemented by Decree 926 of September 4, 2008.

The Attorney General found that, probably, the investigation concluded that contract, without observing the procedures for objective selection of the contractor and without addressing the requirements, to the extent that the project not written on the Bank Project of the Government, has studies of market prices or have the technical and economic livelihoods.

Likewise, we found that neither do the three required bids for selection as abbreviated and shows only the IPS contract, for which, in the absence of other proposals, it is not possible to establish a price that was to signal to most favorable to the local authority.

This behavior could violate the principles of transparency, accountability, economy and the duty of objective selection.

The public hearing will be held on Thursday, May 24, beginning at 9 am in the Hearing Room of the Attorney General's Office, fourth floor of the main building.
