Attorney General's Office issued a new statement of objections of Polonuevo exalcaldesa (Atlantic)

The Attorney General's Office through the Provincial Barranquilla, formulated a new statement of objections against exalcaldesa Polonuevo Township (Atlantic), Darling Luz Cardenas Tuesday, this time for alleged irregularities relating to the payment of a contract services that had not been executed.

The disciplinary action of the Attorney General was based on the complaint filed by the legal representative of the Aqueduct Communal Pitalito of Carlin (township Polonuevo Township), Benigno De La Rosa Gutierrez, who said the exmandataria paid, without having executed the contract to provide support services to the management of the entity # 0324, signed the first of December 2008 totaling $ 8.5 million with Mr. Edwin Alberto Zúñiga Iriarte. The contract was to clean and maintain the well deep aqueduct of that district, activity conducted by the Government of the Atlantic through an operator certification issued by his manager, Pedro Nel Castro.

Also, prosecutors heard the complaint filed by the city inspector Lubo Misael Pena, who indicated that: i) the payment of the contract to be made overnight (22 and 23 December 2008) first checks turned and then filled out expense vouchers ii) that there is spoofing the signature of the contractor to collect checks that paid the advance and the final balance of the contract, and iii) that although the contract was legalized with the Policy # 11873, this was done after the payment of the advance and the final balance of the contract.

The conduct alleged against Mrs. Darling Luz Cardenas Tuesday based on evidence collected, is to have omitted his duty of supervision, monitoring and control in the execution of that contract, since it was paid to the contractor without the services had been executed, thereby allowing the detriment of the public treasury of the local authority in appointment. The foul was committed qualified provisionally as very serious by way of negligence.
