Attorney General's Office opened a disciplinary investigation and hearing verbal quoted comptroller and city councilors of Villavicencio

The Attorney General's Office, through the Regional Target opened a disciplinary investigation against Ms. Luz Victoria Leal Carrillo, in his capacity as Comptroller city of Villavicencio, and the 19 councilors of the capital of Meta, which public hearing citing alleged irregularities in the election of the Comptroller, who apparently was disqualified from holding that office for having been declared by the national fiscally responsible municipal fiscal control.

The Regional Office of Meta analyzed the evidentiary material aide to a complaint filed against the comptroller and council members. The watchdog was established that the Comptroller City of Villavicencio, by court ruling handed down on July 26, 2005, decided to declare fiscally responsible to Ms. Luz Victoria Leal Carrillo, forcing it to pay the sum of $ 50'936 090. Also, such a determination was made final and firm by Resolution 582 of September 8, 2006, issued by the then city comptroller of the city.

The City Council, in regular plenary session of January 5, unanimously elected Mrs. Leal Carrillo as comptroller city of Villavicencio. He took office on 7 March.

According to the complaint that initiated the disciplinary process, Ms. Leal Carrillo was disqualified from holding office, in accordance with the provisions of Article 38 of Law 734 of 2002, because despite having canceled the entire debt, such payment was made after the five years following the execution of the judgment of fiscal responsibility and the amount exceeded 100 legal monthly minimum wage for the time.

The payment of the debt established in the judgment of fiscal responsibility was held on November 3, 2011 and the exclusion of the Bulletin of Fiscal Responsibility was carried out by Resolution 472 of November 24, 2011.

Failure to allegedly incurred by the disciplined is provisionally classified as very serious committed by way of fraud, because everything indicates that allegedly incurred in disciplinary misconduct with a will, knowledge, awareness and intention of wanting to perform the wrongful act without justification of that mediates act, since the inability of hung over Mrs. Leal Carrillo was public knowledge.

Measures of verbal disciplinary hearing will be held in the city of Villavicencio, in the premises of the Regional Office of Meta, on Wednesday June 20 at 8:30 am
