Attorney General's Office opened its objections to former mayors of Marmato and Dorada (Caldas) for alleged irregularities in recruitment

The Attorney General's Office made the statement of objections to Mr. Uriel Ortiz Castro, in his capacity as Mayor of Marmato (Caldas) for the material time, and Jaime Gutierrez Angel, former mayor of La Dorada in the same department, alleged breaches of procurement rules and irregularities in the exercise of proper control and supervision of contracts, respectively.

Case Marmato

The then mayor is accused of allegedly entered into contracts for work in December 2008 in order to adapt the facilities of the following schools: "Educational Institution Las Lomas", "Grillo Maximilian Educational Institution", "Educational Institution Honey" "Educational Institution The Blade" and "San Juan Educational Institution", in an amount close to 391 million pesos, awarding such contracts implementing the abbreviated form of selection procedure was a reverse auction.

This procedure works for the acquisition or supply of goods and services of uniform technical characteristics and common use, not for construction or adaptation works, in breach of public procurement rules.

Case of La Dorada

For his part, Mr. Angel Gutierrez is charged with the charge of failure to exercise, apparently, the proper control and supervision of contracts concluded by some ministers, secretaries, while not adopted the necessary legal measures for contractors enforcement of contractual obligations for the construction of the first stage of the school, "John Paul II" in La Dorada, Caldas, despite having knowledge of repeated breach of the agreement, which led to the cessation of work civilians, according to reports of auditing.

The possible behavior attributed to disciplined former mayor of La Dorada, the deduction can generate disciplinary against him for violation of Articles 123 and 209 of the Constitution of Colombia, Law 93 and 80 of Act 734 of 2002 in Articles 27 and 35. Lack provisionally qualifies as serious by way of fraud, under the Single Disciplinary Code.
