Attorney anticipated preventive action against an open procedure in San Juan de Arama (Meta)

Submitted comments and suggestions of the Attorney General's Office to open bidding to extend and optimize the water system of the municipality of San Juan de Arama (Meta), Public Service Company of SA Target ESP (Edessa) reversed the opening act of this process.

In carrying out its preventive role, the Advisory Group of the PGN Royalties presented specific observations to previous studies and specifications.

In relation to previous studies, the Attorney General submitted comments against the scoring factors, necessary to identify the best deal, determining the percentage of payment, the presentation of Certificate of Registration of Bidders and the absence of guarantees of stability and quality of works and tort liability.

As for the specification, the prosecution made comments relating to the requirement of certificates of disciplinary records and tax (which can be accessed electronically by the responsible areas), and the rating factors listed, some of which at the discretion of the Attorney General, "not a useful or beneficial relationship with the subject matter hired."

Under this, the Attorney General, through the Advisory Group Royalties Edessa advised to analyze the relevance of going to the revocation of the tender in order to protect the collective interest, protect the legal and public property involved.

Meanwhile, the Public Service Company of SA Target E.S.P. analyzed the comments made by the Attorney General and the comments received by stakeholders in the bid and therefore considered relevant address them in order to adjust the technical components of this process.
