By misusing resources of the General System of Units, the Attorney General's Office issued charge sheet against former director of the Municipal Institute of Sport and Recreation Armenia

The Attorney General's Office statement of disciplinary charges made against Mr. Luis Carlos Buitrago Echeverri, who served as director of the Municipal Institute of Sport and Recreation Armenia, Quindio, the date of the facts, have concluded two contracts using resources for financing the general system of units of general purpose, and these expenditures for the operation and adequacy of the physical plant of the entity.

Contracts were signed by the Institute and individuals were intended, one means the delivery and receipt of correspondence, schedules and other activities call and dissemination of the technical division and two: the installation of data network cabling in 15 points.

These expenses, which are operating under the GSP resources, show weaknesses in the planning stage for breaching the principle of priority of public spending, according to the provisions of Article 3 of Act 152 of 1994 and Articles 76 and 77 of Act 715 of 2001.

These monies must be used to fulfill the social objectives laid down in its constitution, to the promotion of sport, construction, maintenance and upkeep of sporting facilities, or to enter into agreements with other entities designed to the same purpose.

The car-making statement of objections proffered by the Provincial Prosecutor of Armenia said that this reprehensible act of violation of Article 6 of the Constitution of Colombia default and overstepping the legal scope allowed for the investment of general system resources of shares in addition to Articles 123 and 209 of the same political charter and Act 734 of 2002.

The disciplinary inquiry was initiated after receiving the report of findings from fiscal visit made to the Municipal Institute of Sport and Recreation Armenia (IMDERA) by the Comptroller General of the Republic.
