Confirms suspension of eight months exalcalde Simacota (Santander Department)

For violating principles governing government contracting, the Attorney General's Office confirmed the sanction of suspension in the exercise of the office for a term of eight months Mr. Severiano Cala, in his capacity as Mayor of Simacota (Santander).

Research the facts related to the bidding process for periodic maintenance of the road Puerto Nuevo - La Rochelle - Pull Paper - Opon River, municipality of Simacota, conducted between January 8, 2010 and March 2, 2010 , which set rules on the participation of bidders.

Specifically, the fault is set to be established as enabling and mandatory requirement to submit proposals to visit the job site, a requirement which is not considered within the regulations governing government contracts, and for failing to carry out the three publications referred to in paragraph 3 of Article 30 of Law 80 of 1993.

In resolving the appeal, the Regional Office Santander said that this conduct breached the principles of efficiency and advertising of the administrative function, established in Article 209 of the Constitution and the principle of transparency in government procurement.

The most serious offense was described as committed by way of negligence.
