For possible breaches of international humanitarian law, the statement of charges against members of the Army

The Attorney General's Office made ​​the statement of charges against 10 military at the time of the events were assigned to the Battalion of Engineers No. 4, "General Pedro Nel Ospina," potential liability for murder of two people who were protected by international humanitarian law.

Those affected are the disciplinary determination SS Ricardo Buitrago Rojas Diaz C3 Samuel Rye, CS Wiler Ovid Giraldo Quintero, professional soldiers Hernan Dario Osorno Berrio, Pedro Angel Cordova Palomeque, Edwin Rodriguez Vergara, Roland and David Ospina Yovani Andres Alvarez Ortega, and regular soldiers Juan Carlos Barrera Brown and Victor Hugo Calderon Muñoz.

The investigation was initiated based on a brief filed by a citizen who reported the death of these two people, which would have presented no legal cause to mediate any kind, according to the evidence provided to the process.

The incident occurred on August 28, 2004 in Bello (Antioquia) in development of the Pharaoh Fragmentary order of operations. According to the evidence, the two civilians left early in the morning to fill the milk distributed daily in the area where they lived when they were approached by the military and killed in an alleged fight and then present them as subversives.

Meanwhile, the Attorney General alleges, investigated public servants that "on the grounds of being an alleged attack repelling the rebels proceeded to fire his rifle against civilians official envelope when in fact they were addressed defenseless causing the death ".
