The entities that signed the declaration to create the Thought Center for Strengthening the Administrative Settlement, including the Attorney General's Office, the Ministry of Justice, the Supreme Judicial Council, the Comptroller General's Office, the Agency Legal Defense of the State, the School of Public Administration and Project FortalEsDer met in order to define the guidelines and the road map that will guide the operation of this initiative.

During the installation of the meeting, the general national viceprocuradora, Martha Isabel Castañeda Curvelo, stressed the commitment of banks to provide tools and resources aimed at promoting the strengthening of the administrative settlement as an appropriate mechanism to contribute to congestion in the offices court.

For his part, Deputy Attorney Administrative Settlement, Roberto Serrato Augusto Valdés stressed the importance of having a stage through which to track the development and evolution of the settlement in the country, in order to identify strengths and weaknesses of the figure.

In development of the Supreme bench participants identified the need to unify criteria in the management of statistical information related to legal conflicts in the country and training processes of conciliation and alternative dispute resolution of conflicts.

On the other hand, defined the lines of participation from its functional competence in the topics that focus the attention of the Centre, among which are:

- The behavior of the figure and its economic impact.
- Existing legislation on conciliation in the light of comparative law and regulatory changes to strengthen the figure.
- The theme for the generation of public policies.
- Jurisprudence and documentation relating to the matter.
- Pedagogical strategies for positioning and dissemination of the figure.

Thought Center for Strengthening the Administrative Settlement is to design and implement strategies for the transition from culture to culture proceedings of conciliation and track the development of administrative conciliation to identify strengths and weaknesses .
