By inadequate management of resources to meet the educational sector, the Attorney General's Office, in a judgment of first instance, dismissed and disqualified for a period of 10 years Panezo Cristian Hernando Moreno, in his capacity as governor of Cesar for period 2008-2011.
 
The Public Ministry confirmed the three charges against: Use during the years 2008, 2009 and 2010 the surplus of liquidity that were accumulated by 2008 the general system of units, to cover the debts on account of upward mobility for the period 2004 2008, for charges other than the same industry, lead to drought in the education sector by failing to safeguard the resources of this sector for the years 2008, 2009 and 2010, to be applied properly and rationally, and not pay the bonus area of ​​difficult access during the years 2008, 2009 and 2010 in the department of Cesar, having received the funds by the Ministry of Education for this purpose.
 
For the Prosecutor for the Economy and Public Finance, it is clear that the discipline violated the laws relating to investment and prioritization of resources from the General System of Units and details of the budget given by the Ministry of Education; conduct that caused the department a financial imbalance in the education sector.
 
Violations committed by Mr. Moreno Panezo were described by the Control Authority as serious and very serious committed by mistake.
 
The Division for Public Economics and Finance ordered copies to collate Regional Attorney Cesar, to investigate the alleged responsibility who can assist the Secretaries of Finance and Education at the time.
 
During the due diligence defense exmandatario brought the appeal against the decision of first instance, to be decided by the Disciplinary Division of the Attorney General's Office.
