Notification of complaints against members of the Army for civilian deaths in the municipality of Chaparral (Tolima)

For incur possibly serious violations of international humanitarian law, the Attorney General's Office statement of objections made ​​after the second Joseph Farley Hernandez Arias and professional soldiers Hawer Rodriguez Hernandez, Carlos San Juan Lopez, Jesus Tique Londoño, José Quiroga Diaz, Jose Valencia Gregorio Cruz Patiño and Jefferson, members of the fourth platoon from Company A Battalion of Infantry General José Domingo Caicedo Nro.17.

The events under investigation are related to the death of two citizens who allegedly wielded the condition of a person protected by international humanitarian law and to undertake the responsibility of the officers already mentioned, these civilians who reported as killed in combat.
 
The death of these civilians took place on July 19, 2007 in the town of Chaparral, at the junction between the villages of the Holy Spirit and Albania. Contrary to the findings by the military, some of the evidence gathered indicate that the two citizens were detained by the military and later killed them because they belong to some group outside the law.

Consequently, the officers already mentioned, in compliance with the tactical mission "Jordan 2" would have affected the fundamental right to life of two civilians by killing people who apparently were not involved in armed hostilities.
