Revoked tender for the provision of school bus services in Puerto Boyaca (Boyaca)

Following the recommendations of the Attorney General's Office, the municipal government of Puerto Boyaca (Boyaca) reversed the open bidding for contract school bus service for the duration of 2012 aimed at elementary school students of public institutions of rural area.

The determination was adopted by the municipal entity under the comments submitted by the Advisory Group to the draft Royalties specifications of the bidding process.

The recommendations of the control entity are related to the technical specifications of the transport service, lack of clarity on issues such as the arrival time of routes, including route monitors, as well as "the absence of specific experience and justification selection factors that would involve a fundamental change in previous studies, specifications and technical annexes that could affect the development process. "

Given this last point related to the justification of the selection factors, prosecutors said the organization was limited to transcribe recorded in the specification as to how to assign scores to the bid price, payment request and at the age of the fleet, but not justified selection factors that identify the best deal.

In this regard noted the need compelling reasons to explain the determination of one or another criterion to select the proposal most favorable to the entity, so that the criteria meet the needs of the administration, the aggregate values ​​pursued and that involving benefits and advantages.

Among the comments made by the Attorney General also warns the lack of clarity on issues such as the removal of two routes which the entity was scheduled to carry 78 students.
