Apparently, the former governor used more than 157 million pesos of the royalties and compensation for operating expenses of the department of Casanare, specifically in the recruitment of supervisors in the form of professional services.

According to the evidence would have had budget appropriations called "construction, improvement and maintenance of aqueducts Casanare department" and "Design, construction, improvement and maintenance of sanitary and storm sewer systems and wastewater treatment."
