The Attorney General's Office, Alejandro Ordóñez Maldonado, made in the course of the Governors' Summit to be held in the city of Pereira, Risaralda, his lecture "Preventive action on joint governance transparent" to all presidents and other public officials who are part of work teams in administrations departamentales.En his speech, the Chief Public Prosecutor addressed the issue known as "carousel pensions," expressing concern about the possibility of violation of the acquired pension rights or a failure of constitutional and legal norms that has served basis.
Dr. Ordonez Maldonado said that the Office is the guarantor of compliance with constitutional and legal norms. Therefore, he emphasized that "what worries me is that it is acclimating a clearing of the special pension scheme and bead, the average premium scheme with defined benefits."
The attorney said that his administration is defending the rights of thousands of Colombians who have obtained the benefit of a pension, in accordance with the terms and conditions under which acquired the respective pension status.
However, he said that if there have been "abused" in recognition of pensions, ie pensions if they are recognized against the law, the duty is to investigate and take the respective decisions.
Later, the prosecutor recalled that the State Council and the Supreme Court for over 20 years and repeatedly defined by case law which establishes the obligation of the authorities to recognize the pension to collect input on which are not quoted, why not run for any damages or tax gap.
In the course of the event, the chief prosecutors presented the strategy of Open Government Index (GEI), which will allow the leaders constantly be reporting to the control entity figures for management to perform in different ways, minimizing the risks of non-compliance and allowing them to track their own indicators quarterly.
Moreover, Dr. Alejandro Ordonez said that this was the occasion to reflect on institutional issues of the Agency, noting that compliance has been given to the preventive role undertaken by the entity, in addition to the permanent support to local authorities, the which "allows Blinden administrative processes, noting the risks they are running," added Mr. Attorney.
